BlueXP cannot communicate with CVO

Issue

The CVO Working Environment intermittently shows as failed on the Canvas with failure message:
 
Cloud Manager cannot communicate with Cloud Volumes ONTAP because there is no connectivity or because the Cloud Volumes ONTAP system is not available.

Trying to access the Working Environment at this state shows:

Repeating error can be found in Connector log:

CVO System Manager is intermittently unavailable and repeating event shows in CVO event log:
 
3/2/2022 16:43:10 FILER-01 NOTICE kern.vm.mmap.return: mmap(2) by httpd (pid 7814) for size 28672 failed: VMEM limit exceeded, limit 1073741824, error 12.
