Working Environments show failed in BlueXP with Connection refused

Issue
- Working Environments (WE) that originally were shown as healthy suddenly show as failed within BlueXP.
- The WE may also show "
Connection refused: OCCM/xx.xx.xx.xx"
. - The WE are fully operational when viewed from the AWS EC2 portal or when connecting to the WE using putty or a similar utility.
