Issue

Cloud Volume ONTAP deployed on Azure doesn't start even after automatic shutdown time elapsed with below error in timeline.
 
Error:The scope '/subscriptions/<id>/resourceGroups/<rg-name>/providers/Microsoft.Compute/virtualMachines/<VM-name>'  
cannot perform write operation because following scope(s) are locked: '/subscriptions/<id>/resourcegroups/<rg-name>'. Please remove the lock and try again. Code: ScopeLocked
