OnPrem Cloud Manager installation hangs because of insufficient CPU's

Issue

  • The installation of OnPremise OCCM does not succeed
  • The installation hangs on the last step Waiting For Web Server to be up

 - You can now access NetApp Service Connector by browsing to this machine.
   To access NetApp Service Connector from a different machine,
 just use http://<SERVER_IP>

 - You can use the Netapp OnCommand Cloud Manager rest APIs by accessing
 http://<SERVER_IP>/occm/api-doc

 - The AutoSupport feature is enabled by default (recommended).

  • The /opt/application/netapp/cloudmanager/log/service-manager.log shows error

ERROR: for occm  Cannot create container for service occm: Range of CPUs is from 0.01 to 1.00, as there are only 1 CPUs available
