Error: Operation Download Cluster Image wasn't completed

Issue

When initiating an upgrade for CVO in BlueXP, the upgrade fails with the following error message:

Error: Operation Download Cluster Image wasn't completed

From the MGWD log, we see the following:

It takes about 50 minutes for the image download to reach 82% and then eventually fails.
