CVO shows Failed: "Cloud Manager cannot connect to the cloud..."

Issue
Working Environment is in Failed state in BlueXP Canvas with error message:
Cloud Manager cannot connect to the cloud. Verify that the Cloud Manager host has access to the internet through an internet gateway, proxy, or VPN connection, and check your firewall settings.
