Trident for Docker fails to create docker volumes

Issue

When trying to create docker volumes, it fails with the following error:

"create vol1: VolumeDriver.Create: Trident initialization failed; problem initializing storage driver 'ontap-nas-flexgroup': could not configure storage pools: SVM svm1 has no assigned aggregates: use 'journalctl -fu docker' to learn more"
