ACC shows all cluster names to all users setup in RBAC

Astra Control Center (ACC) 22.11

Issue

When providing Backups to multiple customer, the ACC admin may setup RBAC to limit exposure of usage between customers.
However, the names of the clusters will always be visible to all users/customers, even when filtering on namespaces.
 
Additionally, the filtering on namespace requires continuous updates to the RBAC filtering when namespaces are removed or added.
