ACC Backup fails at 28 percent showing a timeout on accessing the S3 bucket

Issue

A regular backup was set to run for an application, set to use a specific S3 Bucket on Azure.
 
The backup hung at 28%, showing the following error:
Fatal: create repository at s3:<FQDN_S3_BUCKET>/acc-main/<BACKUP_UUID> failed: client.BucketList:
Get https://<FQDN_S3_BUCKET>/acc-main/?location=*:
dial tcp <IP_ADDR_S3_BUCKET>:433: i/o timeout
