NSFv4 Mount fails when SVM root volume export policy protocol is not allowed

Issue

NFSv4 clients returns Operation not permitted error message as below while mounting a volume but it works with NFSv3.

mount.nfs: trying text-based options 'nfsvers=4.2,addr=172.3.4.5,clientaddr=172.6.7.8'
mount.nfs: mount(2): Operation not permitted
