Disk copy can't start when a disk failure

Issue

Although there is a spare disk, the disk copy cannot start when the disk fails.
And the following message is output.
 
[?] Sun Dec 27 18:40:19 JST [cluster1-01: config_thread: raid.rg.diskcopy.cant.start:notice]: /aggr0/plex0/rg0: unable to start disk copy for 0a.00.3P2: Long running operations limit reached.
 
Later, the disk copy starts automatically.
