OSSV SystemState backup fails with error message: could not read from socket

Issue

An Open System SnapVault (OSSV) SystemState backup fails with the following error message:
snapvault: destination transfer from :SystemState to /vol/<vol_name>/<qtree_name> : could not read
from socket

The following error is reported in the qsmserver log on the OSSV primary server:
0 SYSSETTI:6856 13 1450 204347 Failed to save \REGISTRY\MACHINE\SYSTEM: Insufficient system
resources exist to complete the requested service.

Note: The registry hive on which The OSSV Agent fails could be different, such as \REGISTRY\MACHINE\SYSTEM or \REGISTRY\MACHINE\HARDWARE, but the error will be the same.
