Issue

There is a vulnerability in the iteration of filters as they transition between SVMs; a small chance of a deadlock condition, which will eventually result in a controller disruption.

Panic_Message: thread (cm_rpc_scheduler) on cpu 13 hung for 4001 milliseconds in process cm_rpc_scheduler on release 9.6P8 (C)
