Issue

  When trying to enable external key-manager, the following error is received:

::*> security key-manager external enable -key-servers 10.201.146.38:5696 -client-cert 1f5Di_0D68F1D7490680E2906EXXXXXXXXXXXX  -server-ca-certs XXXX-kmip-default -vserver XXXXXXXX

Error: command failed: Package "MT_EK_MGMT" is not licensed in the cluster.
