ONTAP upgrade image download fails "Failed to add the software image to the cluster"

Issue

Ontap software download gets to 100% using System Manager or CLI and then give the following error:

"Failed to add the software image to the cluster. Verify if the image and the specified URL are valid and ensure that there is sufficient space in the system management storage area."
