Cluster join failed as mgwd cannot reach cluster management LIF

Issue

The following error is seen when trying to join the new node to an existing cluster that has partially joined:
 
cluster01::> cluster join -clusteripaddr 169.254.x.x
Trying to join cluster again as previous attempt failed ....

Error: command failed: Cluster join failed. Run "event log show" to view
additional information. Reason: RPC: Couldn't make connection [from mgwd
on node "cluster01-04" (VSID: -3) to mgwd at 169.254.x.x]

Resolve the issue, then try the command again.
