boot.varfs.backup.issue alert is detected in the EMS log.

Example:
Sun Jul 26 01:04:11 JST [node_name: mgwd: boot.varfs.backup.issue:EMERGENCY]: Backup of the /var file system failed (cp: /cfcard/env/env: No such file or directory varfs_backup_restore: Failed to backup /cfcard/env/env to mroot )
