Node and cluster UI are unavailable due to element-auth issue

- 12.3.2
Issue
- User is unable to access per-node or cluster UI after adding new / replacement node to the cluster or after cluster power off/on for maintenance.
- The
sf-element-auth.info
file shows that element auth is not in a ready state
element-auth[20976]: plugin_base.Exceptions.ServiceUnavailableException: The Element API command returned an API server error: Change API constant to be at least 20846 bytes
