How to remove a stale entry of an Element storage node in PendingActive state

Description

A node goes into the PendingActive state during an iRTFI / Auto-Install as part of adding the node to the cluster.

A successful iRTFI moves the node from the PendingActive state and places it in the Active nodes list. If for any reason iRTFI fails, the node will stay in the PendingActive state and the stale entry must be cleared from the Zookeeper database.
