SCO fails to clone to an Oracle 18c or 19c with read-only ORACLE_HOME

Issue

When the target Oracle host uses the option to make ORACLE_HOME read-ony, using ORACLE_BASE for the pfiles and init.ora files, SCO cannot create the init.ora file for the new instance, because the pfile was not created in the location Oracle expects:
CREATE SPFILE FROM PFILE * ERROR at line 1: ORA-01078: failure in processing system parameters LRM-00109: could not open parameter file '/oracle/orabase/dbs/initPERFTST.ora'
