SCC runs out of system threads or java heap memory during service start

Issue

Deployment of the SCHANA plug-in on a Linux host which has a high number of CPUs, the SCC service process starts a java virtual machine (JVMs) creating a large number of Garbage Collection (GC) threads, which use up either all of CPU threads, or all of the java heap space failing with an OutOfMemoryError, which in turn triggers a restart of the SCC service.
