Unable to boot 2nd node when re-initializing HA pair, no usable root volume found

Issue

When re-initializing an HA pair for repurposing in a new cluster and the first node has been completed. After re-initializing the second node in the HA-pair,  it fails to boot with the following error: 

[localhost:raid.assim.tree.noRootVol:error]: No usable root volume was found!
PANIC : raid: Unable to find root aggregate. Reason: Unknown. (DS=42, DL=18, DA=36, BDTOC=0, BDLBL=0, BLMAG=2 BLCRC=0, BLVER=0, BLSZ=0, BLTOC=0, BLOBJ=0)
