Issue

LIFs on the port cannot be accessed even if the port is up and healthy.

Ping from LIFs on the affected port is unsuccessful:
::> network ping -vserver <vserver_name> -lif <lif_name> -destination XXX.XXX.XXX.XXX
no answer from XXX.XXX.XXX.XXX

Ping from the destination host to affected LIFs is also unsuccessful.

No firewall between ONTAP and the destination host or ICMP port is allowed.

Route configured and verified with the networking team:
cluster1::> route show
Vserver             Destination     Gateway         Metric
------------------- --------------- --------------- ------
<vserver_name>      0.0.0.0/0       XXX.XXX.XXX.XXX     20

Traceroute for the affected LIFs shows error- No route to host:
::> traceroute -vserver <vserver_name> -lif <lif_name> -destination XXX.XXX.XXX.XX
traceroute to XXX.XXX.XXX.XX (XXX.XXX.XXX.XXX), 64 hops max, 40 byte packets
traceroute: sendto: No route to host

Collected packet traces from the affected port consist of only ARPs from ONTAP:
