Can not quota on the volume after changed the volume quota size

Issue
- Can not quota on the volume after changed the volume quota size.
Example:
Cluster::> quota on -vserver svm -volume volname
Cluster::> quota status -vserver svm -volume volname
Vserver Name: svm
Volume Name: volname
Quota State: Quotas are initializing and transferring rules
Cluster::> quota status -vserver svm -volume volname
Vserver Name: svm
Volume Name: volname
Quota State: Quotas are off
- By the EMS logs, can see quota operation failure following the user name not found and Unix user lookup failure.
Example:
