Intra-Cluster ISL port down on BES-53248 after upgrade

Issue
For MetroCluster IP switches, after upgrading a BES-53248 switch to EFOS v3.7.0.4 or higher, one or more Intra-Cluster ports (100G interfaces) are reported as down and cannot be brought online:
