No, even if it's only temporary, hosting a Tiebreaker server at the same site as one of the clusters in the MetroCluster could risk a 'split-brain' scenario.

The Tiebreaker software is installed on a third site, which allows the software to distinguish between an inter-switch link (ISL) failure (when inter-site links are down) and a site failure.”
