OnCommand System Manager 3.1.2 SnapMirror Relationship Create Wizard fails with "500 Connection has been shutdown... bad_record_mac"

Issue

When attempting to start a SnapMirror relationship(Controller->Data Protection->Snapmirror) with Oncommand System Manager 3.1.2, errors such as one of the following are displayed:

500 Connection has been shutdown javax.net.ssl.SSLException: Received fatal alert bad_record_mac

500 connection has been shutdown: javax.net.ssl.SSLException: Connection has been shutdown: javax.net.ssl.SSLHandshakeException: java.security.cert.CertificateException: Certificates does not conform to algorithm constraints
