Unable to Manage Local Users, Computers and Groups from Microsoft Management Console (MMC)

Issue

When attempting to manage a NetApp system via Microsoft's Computer Management MMC, the Local Users and Groups is unavailable. In the right-hand message pane, the following message may appear:

Unable to access the computer x.x.x.x.
The error was: RPC server is unavailable.
The error was: Access denied

This error may be received even though the Windows user account is already a member of the appropriate groups and the other functions within the MMC, like Shared Folders, appears to work correctly.

Local Users and Computers generates the following error:

Unable to access the computer x.x.x.x. The error was: Access denied
