Cluster Management interface operationally down in “network interface show”

Issue
- After headswap and cluster setup cluster management LIF was showing operational status as down while hosted on one node of the cluster
netapp::> network interface show -lif cluster_mgmt -instance

Extended Status: This LIF is down because it is not configured in the network stack on node "netapp10-01". Wait a few minutes, then check the LIF's status again.

- LIF is operational and accessible while hosted on node showing operational status down
- EMS logs:
