Switches disappear from monitoring after ClusterSwitchlessConfig_Alert triggers

Issue
- MetroCluster switches intermittently disappear from ONTAP, resulting in empty tables when running the following commands:
::*> system switch ethernet showThis table is currently empty.
::*> system switch ethernet show-allThis table is currently empty.
- Additionally, the following health alerts are triggered on affected nodes (example output):
Node: Node-01Alert ID: ClusterSwitchlessConfig_AlertSeverity: MajorProbable Cause: No cluster switch is detected and the switchless option is not enabled.
Node: Node-01Alert ID: SwitchInfoUpdateFailure_AlertResource: DCH-MCS-B1(FDO26380BQ1)Severity: MajorProbable Cause: Information from the Ethernet switch is no longer being updated.
- The network device-discovery show command reveals that the switches are visible via CDP/LLDP, but they do not appear in the ONTAP internal switch tables.
