Issue

After a disater, the remote plex in a mirrored aggregate has a large number of failed disks

Example:
Aggregate aggr1_node01 (online, raid_dp, mirror degraded) (block checksums)
  Plex /aggr1_node01/plex0 (offline, failed, inactive, pool0)
    RAID group /aggr1_node01/plex0/rg0 (partial, block checksums)
