MetroCluster IP: Mirror degraded aggregate

Issue

After a controller takeover and giveback, one data aggregate remains in a mirror-degraded state:
Cluster_A::> storage aggregate show-status Cluster_A-01-DATA

Owner Node: Cluster_A-01
 Aggregate: Cluster_A-01-DATA (online, raid_dp, mirror degraded) (block checksums)
  Plex: /Cluster_A-01-DATA/plex0 (online, normal, active, pool0)
   RAID Group /Cluster_A-01-DATA/plex0/rg0 (normal, block checksums)
