The answer depends on your configuration:
 
MetroCluster Type Result after Negotiated Switchover (NSO)
MetroCluster IP (ONTAP 9.5+) The nodes at the disaster site do not halt
MetroCluster IP (ONTAP 9.4 & below) The nodes at the disaster site halt
Fabric MetroCluster The node(s) at the disaster site halt(s)
Stretch MetroCluster The node at the disaster site halts
