Unable to modify automatic iSCSI LIF failover

Issue

Enable or disable automatic iSCSI LIF failover fails with error:
 
Cluster::> network interface modify -vserver * -lif iscsi1 -failover-policy sfo-partner-only -auto-revert false
 
Error: command failed on vserver "svm-iscsi" lif "iscsi1": Cannot assign failover policy "sfo-partner-only" to LIF "node1-e2a-iscsi1" because this
 failover policy is not compatible with one or more services in service policy "default-data-iscsi". Use the "network interface service-policy show" command to review the
       services included in this service policy, then use the "network interface service show -restrictions" command to review failover policy restrictions imposed by individual
       services. If necessary, assign a different service policy to this LIF.
