CONTAP-309743: "metrocluster configure" command failing if key manager is configured on ONTAP 9.15.1

Issue

"metrocluster configure" command cannot be run on ONTAP 9.15.1 if a key manager, onboard or external, is enabled. 

This issue will prevent the expansion of existing MetroCluster clusters using new nodes running ONTAP 9.15.1 if the existing cluster is configured to use a key manager. 

Example:

cluster_A::*> metrocluster configure

Error: command failed: MetroCluster cannot be configured while keymanager is configured on both partner sites. Disable

keymanager on one of the partner sites and then proceed with MetroCluster configuration. After configuring MetroCluster, configure key manager on the partner site where it was disabled. If using the Onboard Key Manager, run the "security key-manager onboard sync" command on the partner site. Otherwise, if using external key manager, run the "security key-manager external enable" command on the partner site.
