S3 bucket objects are just increasing without getting deleted

Issue
- S3 bucket lifecycle management rules do not seem to be deleting all the objects
- The bucket continued to fill up, and logical-used space and object count were not decreasing
- FabricLinkCounters show low or no increase in FL_OBJECTS_EXPIRED/FL_VERSIONS_EXPIRED.
