robocopy migration fails with "error 31 (0x0000001F) Copying NTFS Security"

Issue

  • robocopy command fails with the following message
"error 31 (0x0000001F) Copying NTFS Security - A device attached to the filesystem is not functioning"
  • A packet trace would show a setinfo failing after 40 seconds with STATUS_UNSUCCESSFUL
  • secd logs will contain high number of failing secd_rpc_auth_get_creds requests
