Issue

When running multiple NFS clients over IPsec tunnels to an ONTAP cluster significant throughput imbalance and high latency may be observed between clients
The issue is especially pronounced under sustained multi-client IO with IPsec hardware offload disabled
NICs report  TX queue overflow discards
