SVM creation fails with "network unreachable" error due to VLAN configuration

Issue
- During the creation of SVM in ONTAP 9, an error message "Network unreachable" is encountered when domain information is entered and saved.
- Network diagnostics confirm reachability to the domain controller's gateway from the switch connected to the NetApp appliance.
- However, no logs are generated on the gateway corresponding to the SVM creation attempts.
