ONTAP is fragmenting packets for packets with the 'do not fragment' flag set

Issue
Packets with a do not fragment flag are still fragmented when sent from the ONTAP management interface
The configuration is as the following:
- Physical port e10a with MTU 9000
- Physical port e10c with MTU 9000
- Interface group a0b with MTU 9000
- VLAN a0b-33 with MTU 1500
