Native VLAN ports show degraded after upgrade to ONTAP 9.13.1

Issue
- Native/untagged VLAN ports (a0a, e0a, e1c) report degraded due to
L2_reachability- Ports with VLANs, such as a0a-100 , e0a-20 or e1c-25, do NOT show degraded
