CIFS share inaccessible in Microsoft Windows File Explorer, but mounted drive works

Issue
- A new CIFS share is created to the same volume already mounted as a drive on Microsoft Windows Server
- Microsoft Windows clients are unable to browse the new CIFS share in File Explorer with a generic network timeout error when using the DNS Short Name
- Using the IP address or Fully Qualified Domain Name works
- Other CIFS shares on the same SVM work normally
- Permissions and CIFS share configuration allows access
- The CIFS share works with Windows mapped drive
