CIFS GPO update job fails with errors

Symptom

GPO update fails with the reason "Fetch failed: RPC to SecD failed: cifs: ldap error" similar to the example below: 
Sun Apr 01 11:34:56 EDT [CLUSTER01-01: mgwd: gpo.job.mainUpdateFailed:error]: GPO Main Update job (bcdefghi-bcde-bcde-bcde-bcdefghjklmn) run failed for Vserver CIFS1, reason: Fetch failed: RPC to SecD failed: cifs: ldap error.
Sun Apr 01 11:34:56 EDT [CLUSTER01-01: mgwd: mgmtgwd.jobmgr.jobcomplete.failure:info]: Job "GPO Main Update" [id 9001] (CIFS Group Policy Complete Refresh for CIFS1) completed unsuccessfully: Fetch failed: RPC to SecD failed: cifs: ldap error: Retrying: Next Refresh At Sun Apr  1 11:34:56 2018 (1).
