Upgrade task ABORTED. Reason: Node  on ring "Management" is offline

Issue

Upgrading from 9.7 to 9.9 ran into an issue where the upgrade completed successfully, however there was an upgrade task that showed ABORTED for one node.

mgwd is up on both nodes.
