Giveback vetoed by lock manager after two reboots even with auto override flag set

Issue

In certain situations the Giveback during ANDU will be vetoed by lockmanager even when the below flag is set:

cf_giveback: lmgr.sendhome.veto.bootarg.override:notice]: Because bootarg.gb.override.lmgr.veto is set to true, the ANDU procedure will override any lock-manager veto regarding the giveback of the "data_01" aggregate.
