A data port went down after the ONTAP upgrade

Issue
- After performing the ONTAP upgrade, one or more ports on the CX5 network card do not automatically come back online, while all other ports do.
- This is observed even though:
- No hardware or switch errors (CRC, physical faults) are present.
- The issue might occur across multiple clusters.
