Issue

During OTAP update from 9.7P22 to 9.9.1P20 multiple LIFs experience an outage due to lack of available ports and failover targets. Errors observed in EMS:
--Cluster1-02: vifmgr: vifmgr.lifdown.noports:alert]: LIF DataLif01 (on virtual server 5), IP address 172.16.100.50, currently cannot be hosted on node Cluster1-20, port e2a, or any of its failover targets, and is being marked as down.
