Issue

While migrating from Onboard Key Management (OKM) to External Key Management (EKM) it is observed that the ingest starts out fast, then progresses to a stop with EKM in a non-responding state.  

NOTEsecurity key-manager key migrate was first introduced in ONTAP 9.6.
