What does the hotspot value indicates in reallocate measure?

After performing a reallocate measure, the following output is displayed:
reallocate measure -o -l /vol/logs/measure_log_dblun/vol/dbvol/dblun
Fri Nov 06 18:18:26 CET [filer: wafl_scan_worker: wafl.reallocate.check.high:info]: Allocation check on '/vol/vmw_alg_09' is 6, hotspot 19 (threshold 4), so will reallocate.

Threshold is a number between three (layout is moderately optimal) and 10 (layout is not optimal). The default is four.   
Do not confuse the result with the hotspot.
The hotspot value indicates that a portion of the scanned object has a layout that is less optimal than the remainder of the object.
'Hot spots' is the calculation of whether to start a reallocation. The log message might advise you to consider performing a reallocation when the average optimization is better than the threshold; however, a small percentage of the total data is very poorly optimized.
