Volume Moves Fail with “Volume is not quiesced”

Issue
- Volume move operations fail to complete, with repeated errors such as:
[Node1:mgwd:mgmt.vopl.move.cutover.failed:error]: The volume move operation with ID '4684' on volume 'vol_01' on Vserver 'svm_01' to destination aggregate 'aggr1' did not cutover because: 'Volume is not quiesced'. The volume move operation has tried to cutover '3' out of '3' times, 0 forced.
[Node1:mgwd:mgmt.vopl.move.cut.entryFail:error]: The volume move operation of volume 'vol_01' in Vserver 'svm_01' to destination aggregate 'aggr1' did not enter the cutover phase. The system provided the additional explanation: 'Preparing source volume for cutover: Deduplication is not ready for volmove cutover'. After a short delay, the volume move operation will reattempt cutover entry.
- Additional symptoms:
- Volume move jobs remain in the “replicating” phase at 98% indefinitely.
- Multiple FlexGroup constituents fail with the same error.
- Cluster shows high CPU utilization during multiple concurrent volume moves.
